There was a while where it obviously met and exceeded the definition in the UN Genocide Convention, but a lot of people refused to acknowledge it might be a genocide because the UN had not yet declared it to be one. The UN is notoriously slow at that kind of thing, though, especially when a powerful country wants them to be slow.

The first is a single attack that is better defined as "blowback".

The second is what occurs by the Imperialist and Imperialist aligned powers that cause the blowback in the first place.

Bush didn't "do 9/11". Decades of American Imperialism "did" 9/11. It was the inevitable result of its crimes.

For a long time the claim was that it's only terrorism when non-state actors do it. If a state does it, it's not terrorism by definition.

Then the loyal dogs in the EU declared in January that an official branch of Iran's own military is a terrorist organization, so I guess the old definition is defunct. It basically just means "outlaw" or "designated bad guy" rather than having a real definition.

As far as I can tell 'When brown people fight back' is a fairly consistent definition for terrorism as its applied by the US.

The etymology of the word starts with describing state actions. The French government invented terrorism as a policy; Indiscriminate, politically motivated violence.
