Why do you think it's the admin (or an admin)? Modlog shows an admin banning them, reversing the ban after being contacted by the user, and restoring content that had been removed when the ban was applied.
It's a time proof blockchain system that allows submissions to be incorporated into a block and then after the block is published users can prove that they submitted whatever before a certain time I think. Worth a block IMHO.

But I think this behavior should be banned. It is quite obviously a bot. And it does not provide anything useful for the community.
