Authoritarian regimes select for loyalty over competence. Nazi Germany was a complete shit show and all the leaders were dangerously incompetent (with the possible exception of Goebbels).
I will give you that they started out as a shit show then got their act together by means of social darwinism- isn't that fucking ironic. I mean ICE is the Sturmabteilung by any reasonable comparison, and they fill the exact same purpose- spread terror and fear, bring chaos and disorder, until they are no longer useful to the regime, they're street muscle.
