Sure, but I'd like to see some statistics. Percentage where the cops won such cases, and where the home owner won. And how all that compares to the opposite case: cops accidentally killing home owners.
I think the more important statistic is not the ration of won/lost court cases but alive/dead homeowner after a gunshot.

Even before Trump, a lot of what "normal police" did could be characterized in this way - this is "just" the next step.
But yeah, no, it's not legal even in the US. Until it turns into a full autocracy and the leaders have unmitigated power to define what is.
