Misconduct:

Busey's manager told the AP in August that Busey admitted to touching a woman's buttocks "over clothing during an 8-10 second photo op."

One victim alleged Busey placed his face near her chest and asked her where she got them before attempting to unlatch her bra strap.
The second victim reported he grabbed her in an intimate area.

Not excusing his behaviour in any way but he suffered a traumatic brain injury that gave him impulse control problems. That's been well known for decades. He should've had a full time handler or something.

So sexual assault is misconduct. Does this apply to assault? Asking for a friend.

I think he was involved in like a car accident that left him with the equivalent of not being right because of being kicked in the head by a horse.

From what I understand, he does not really understand what is going on. Head injuries are tough. They can affect different people differently and have huge changes in personality or ability to understand things.

I do not know the details of this and I'm not taking a side on it, just that he is known to have severe brain damage and should be treated like any other challenged person.
