Lol! Yeah, I don't think it's Google doing that. Or, this guy just doesn't understand how spam filters work.
They may actually be doing it l. There was a leaked presentation from after trump won the first time that Google was going to stop being neutral and start being more active in pushing their beliefs.
What beliefs do they even hold beyond line must go up?

at some point they're going to accuse the Heart of the World of having partisan bias in order to justify shattering it into 1000 lums that will be strewn across the land as we are plunged further into an era of chaos and darkness
When thousands of people report an email as spam to be filtered in future, the servers learn that the account sending it may be spam, thus proactively filtering it. Reporting spam is supposed to result in less spam in the future!

Lemme tell ya, it's not just Republican spam they're filtering... Every time I check my spam folder, it's absolutely overflowing with pestering emails from the DNC
