lol ... it would be like an alien species flying around in a floating spaceship over a city and using a floodlight that emits powerful xrays to view everything around it, blasting everyone with radiation that will make everyone sick and unwell .... all the while the aliens capturing documentary footage of this planet full of life they've never seen before.

We kinda can, but they sort of require the frame to be still, which is not a thing in the deep sea.
