I guess it's a bit better than having a light quadricicle that is limited to 45 km/h and can only be used inside of the city. Cars like these are far more useful outside of city centres where public transport is not as reliable imho.
It's limited so it can be driven using a scooter license. In many European countries you can get this license at age 16. It is also often easier and cheaper to get, but it limits your vehicles max speed to 45 km/h.

Honestly, that's just really impressive. You should try to pish yourself to see how quickly you can get up to 35.
