Racism in Oblivion is child’s play. Morrowind had full on race based slavery.
There’s a quest where slavers/drug smugglers ask you to escort a Khajiit slave who has been forced to swallow a bunch of moon sugar. If you choose to complete the task, they’ll just kill her when she arrives to get the drugs.
There’s a couple quests where you can also return freed slaves back to their owners.
Funnily enough, even you play as a Dunmer lots of the Dunmer will still hate you because you have some kind of imperial accent.
Playing Telvanni can have you putting down slave rebellions.
The main antagonist of the game literally wants to create his own ethnostate.
One time I used the Farming mod and Fliggs Slave mod to buy out every plantation in the Ascadian Isles. I had an empire with hundreds of Khajiit and Argonian slaves, which enabled my Princess (mod, alternative start where you are Helseth’s illegitimate child) to live a life of luxury. Thousands of septims on imported fancy dresses (mods lol), luxury houses, it was glorious.
I start to make evil empires in stuff like that, RimWorld, and your Crusader Kings type games and inevitably get bored and annoyed because competent honesty with a modicum of mutual respect is usually so much more effective at exploiting the masses of the value of their labor.
Drag created a socialist utopia in Democracy 3 without all that much trouble. The trick is to start with prison reform to lower crime, and then implement policies which turn more of the population into environmentalists until there's enough support to ban cars.
Then drag tried to make a fascist dictatorship, and it's hard. Every policy which makes the core base happy ruins the economy! Debt, debt everywhere!
You can do a few quests for Ilmeni Dren if you free enough slaves on your own - I think involvement with the Imperial Cult(?) can also get you the pass phrase. I also recall a decent faction mod that added to them.

I cut my teeth on Morrowind, where everyone hates you just because you're not from the island; even if you're the same race as they are.
Another fun fact I learned more recently and never knew before was that High Elves are the tallest race in all the games, and because your movement speed is based on height, they are also the fastest.
I don't recall the exact racial tensions in Oblivion, but if this were the Morrowind chart the Dunmer would have negative disposition towards everyone, including other Dunmer.
I think this is also the canon reason the Nords are racist towards them in Skyrim.

I always thought the natives know your dark elf is an outlander because they don't have the raspy, 3-pack a day voice.

i love how noone dislikes wood elves or khajit, and imperials don't care for other imperials
