In 2018, while serving his 4th presidential term, Putin publicly declared that he wasn't going to run for the 3rd term (he forgot to count the first two, stuff like that happens, you know). He is now serving his 5th term.

For those that didn’t read the article, he was asked about his previous statements that he wanted to run for a third term. His response was meant to convey he was “trolling the fake news media.”
Whether you believe those to be his intentions or not, it seems kind of important to understand he was responding to a question about earlier statements.
His 2nd term would just run over.... Martial law would suspend elections and he wouldn't need to "run" again.
