The boring answer is that you can create an artist account and upload content with no human from Spotify ever being involved with the process.
Just like you can go and make a YouTube account and upload illegal content and until it gets reported and removed you can share it with anyone.
In the early days of YouTube you could just search for whole movies or TV shows. It would take weeks before a person noticed and removed them.
