It is difficult. Basically you have to apply. Prove you can contribute to their country/society . Apply and wait. It can take several months to get denied.

They "broke a law" by commiting a civil offense like speeding or not renewing your cars registration. Which is usually followed by a fine and an order to get your papers in order.
We typically need those people here illegally because they're contributing to the economy. Way more often than not they pay taxes, but collect no benefits. So the best path forward is really basically to offer citizenship to anyone who is employed, residing here and has been paying taxes for X period of time.

This anti-DEI push is literally just an attempt at re-segregating the country. That's why these lists heavily target minorities. Their only goal is for their workplaces and government to be whites only again.

Info about fed employees' names, job titles, and salaries is publicly available info, bc the government is actually more transparent than the slack-jawed yokels will have you believe. Kinda like how your political party affiliation and whether you voted is publicly available.
There unfortunately are legal ways to get such information (and much more) with a bit of money, but I somehow doubt they are smart enough for that. I suspect they have someone leaking internal information, which could be illegal.
