There also might be people who bought it from Steam, since the word got out it's better for Wube, but then went to factorio.com and got a copy unconnected from Steam. But yes, even before, there was a surprising number of people who didn't get any achievement ever.
It's definitely a bug, I went and looked at my old achievements and even though all the ones from the base game are unlocked, almost all of them say 0.0% of players have that achievement.
Plenty of folks buy the game for later or just forget about it. Almost 10% of Rocket League players never scored a goal. Same goes for changing one single aspect of your car.
You have to launch the game to count though. Just buying it isn't enough. The reason for this is mods though. I have 0 achievements because I never play totally vanilla.
I had played 200 hours before space age and got most achievs. Playing space age, after I launched a rocket, I got achiev for using red science popping out. My current guess is just achievs are broken, sort of reset or maybe new, and for now everything is at 0.1%
I've seen this happen on quite a few new releases. I think there is some eventual consistency stuff happening behind the scenes with the steam servers kind of like the old 301 views on YouTube, but for the achievements on steam.
Having any mods enabled stops you from getting Steam achievements. A small price to pay for Squeak Through.

This happened due to the Space Age release, I’m earning achievements again myself and I’ve played a ton.
That has to be bugged or they reset something with the new release. I did all the achievements years ago and the numbers were not that low.

Why would it be better for Wube to buy from Steam?
To get an extra boost from the homepage sorting algorithm. More people will get a recommendation, of a newly released game is selling well.

Remember that achievements often won’t trigger with mods enabled.

I feel that way about Helldivers. How TF isn't everyone getting the cape spinning achievement???!
