Dark Brandon was created as an evil representation of Biden that did evil things, like helping people. His supporters found this funny, because if this person where actually real they'd like him a lot more, so they spread memes of "Dark Brandon" supporting policies they liked. The Biden team saw this and started using it too, as a way to share actual good policies they were doing. Basically, it was an insult turned into a weapon.

Musk doing this is skipping all that context and essentially just saying they're the supposedly bad thing. Without actually saying why it's good, it just sounds like you're doing the bad thing —which they absolutely are, but shouldn't want to own.
