They might have had a second aircraft carrier by now if they'd finished the one left in Ukraine at the collapse in 91. But for better or worse they sold the hulk (and the plans) to China in '99. It's possible the Kuznetsov is in such a state because the sold the only copy of the plans

I wonder when ol' Kuznetsov will meet its fate? Thing can hardly sail as is. Even if Ukraine doesn't take it out, the ship'll probably do the job itself.

By the size of the chart I think it's the black sea fleet and they can't bring any warships through the Bosporus during war time.
