If you give someone 20%, and expect 100% in return, you're Government.

I think what OP means is that they get only 20% return in government benefits from the taxes that they pay. Comparing themselves to taxes essentially when someone does the same to them irl (but for their time and attention instead of money)

Kind of true I suppose based on the country they belong to.
