Correct. If the traffic officers find a bike without a license plate, they stop them and charge a hefty fine.

Also, there's an RTO rule that vehicle registration needs to be done by the company that sells the vehicle, and the vehicle needs to be registered before it gets delivered. The company is straight up just violating that rule.
