I've got a 23-year-old netbook that slowly perished under the weight of windows. I've got some lightweight Linux distro on it and its absolutely fucking fine.

I resurrected it specifically to use as a digital reference guide for electronics, and to program my new Arduino. It can even barely load Firefox (exclusive) OR play videos!

Tldr is: Buy old electronics. Use better software.

I've never heard a GM actively try to shut players up. Usually its the opposite lol. Unless something like "My character sings [sentence]" works, I don't think I would be able to participate.

I am guessing the idea is to induce terror in the holder such that, if they did not intend to hold a vial of Co 60, they would not mess with it further. It conveys the appropriate level of danger, if not an appropriate set of handling instructions.
