Oddly enough if a rich person just ends up dead, and no one cooperates with the police, then nothing illegal happened. If people don't cooperate with the oppressor's, they don't know who to oppress.
If you gain their trust while they don't know who to oppress, you can guide them to new targets.

Good. Every healthcare worker should be in a union, and even entry level patient care jobs should pay at least 70k a year. In larger cities like nyc and San Francisco they should be making at least 100k, nursing should be the same only with an extra 40-70k a year added. A medical doctor shouldn't make less than 500k a year, base. Not 'well if you get enough RVUs you could make that much'
Then cap charges to patients/insurance for medicine, supplies and services. Suddenly the only fat left to trim is the c-suite and the multiple layers of upper middle management.

The entire premise of the first game was designed to create controversy. This game was one of the OGs that local news would run stories about to showcase how violent media was bad for kids. This was in the long long ago though, when companies that served up content were held to standards
