I haven't messed with it personally, but it's on my list of fun looking AI things to try out eventually if/when I finally get a better GPU.
It should be possible. Maybe you need to use a combination of some AI tools. First do a reconstruction , then do a recolor. And finally clean it up using photoshop or affinity.

Depending on how much the photo means to you,I would try to commission a restoration artist who specializes in touching up digitally.
Stable diffusion might be an option, I am using it to restore some old photos but there is quite the friggin learning curve

Ironic, given that Krita came out against AI.
I haven't tried it personally, but https://deoldify.ai/ might be an option. Though, it seems more geared towards colorizing than restoring.
Check out the Topaz line of products. You'll have to pay (I think there's a trial though), but it does pretty amazing work

This is honestly a pretty good use for AI that I didn't think about.
