In my opinion, it's pretty clear that this technology doesn't belong to China or Russia.
I wouldn’t be surprised if the US military and contractors have possession of most known craft and material. Russia would be flaunting any advancements they’ve made the same way they parade around their nukes. I could possibly see China possibly having some programs. Though I think the US benefits from an earlier start into researching UAP and potentially developing global retrieval programs.
