THC needs to be heat activated to have any sort of effect on the body. So yeah, they were likely fine.

Hash is made by cooking cannabis. There's the heat activation.
Just like you need to bake cannabis in an oven before extraction when making edibles.
The hash we have here isn't made by cooking but by sieving the flower. No heating of the weed involved, it's actually frozen to make the hash fall of easier.
Which you then need to decarboxylate. Also known as heat up. Eating raw hash won't make you high.
