Of course not it would basically be guaranteeing a second invasion as soon as Russia regroups. I mean the only way it would even be remotely minutely possible is with a guaranteed security from another Nation, which would have to be the US. But no one's stupid enough to believe in such a guarantee. So that's not happening.
A second Budapest memorandum would be even less credible than the first. As you say, there's no way to have peace talks in good faith right now.
