Garbage cops could easily work on bicycles or scooters & take lunch almost anywhere without unnecessarily blocking public transit lanes

These people need to be ruined. Lose their job. Barred from working in similar roles for life. Put their boss on notice- if their underlings pull this again then they go, too.

Their full time job is to fine people for littering? Or they go to restaurants and fine them for putting recycling or organics on the landfill bin?
