I don't think this is blackmail. I think he's completely boxed himself into a hole of his own making. He needs Iran to stop shooting at tankers but he's so undermined his own credibility that they won't trust him to negotiate and don't think they need no negotiate with him. So instead he's looking for someone to export oil not in the Middle East before midterms. Its the same reason they removed sactions on Iranian oil while bombing Iran.
