Make the traffic lights more fair for non-automotive road users first.
Give a carrot, not a stick.
Bicyclists often have either the exact same lights, as they share the road, or twice as many opportunities, as they can decide between the car or pedestrian crossing. Can't get any better than that.
God I wish they did this for cars. After the light turns red, the cop walks the crosswalk and anyone who is too far forward gets waved to the side and has to watch a safety film on the side of the road, no popcorn, no cinema seats, just a lecture on driving well.
Anything but creating good cycling infrastructure
