That graph doesn't actually indicate what the title says. If the number of fatal accidents rises proportionally with the number of children walking on the street then the level of danger remains the same.
It's actually possible it's the safest if, say, the number of pedestrian children goes up five times but the rate of accidents only triples.

The Halloween fact is not very shocking, the most shocking fact I learned from the other thread is that 10 children die on average per day in car pedestrian accidents in the US?!
In Germany we had 74 transport related child deaths for the whole last year, 31 of them where in cars. Yes, the US has a larger population than Germany. But, like, four times larger...
ETA: Though I'm not sure where the number 10 is coming from. I can't find it in the linked study and the graph suggests a lower number per yearday.

Cars aren't actually #1 for juvenile deaths in the US anymore
