Would AMD_anti_lag be usable system wide (those depending on Mesa) or only in games and applications it supports?

Should work with any application that either uses Vulkan directly, or is converted to Vulkan by a translation layer. Which is almost everything by default except OpenGL, but that can be converted to as well using Zink.

But whether it has a beneficial effect (and how much) will depend on the application, whether you are GPU limited, your monitor config, and so on.
