Reopening popular woodland walk will cost £30,000
What? Stick a sign up and wait for them to fall. £50 - job done! Put a rope up around the worst. Maybe another £100. And the council must have gardeners on their books, do none of them want to learn tree felling?

From helping out in a local project I know that keeping paths functional is actually a lot of works, 30k seems not a lot of money, just do it!
A woodland walk shouldn't be perfect though. They don't have to be accessible. Or flat. Or free from leaves/needles/whatever. Free from trees, sure, but the great thing about chainsaws is they are pretty cheap!
