I mean, in fairness, this 100% stops 9/11 (that specific event on that specific day) via the butterfly effect.
Considering that Condor Operation was one of the main pillars of the US winning the cold war and establishing their current dominance, this makes total sense
Fixed point in time, the device can't travel there. And if they did travel there the time continuum would start to unravel.
