My town did a similar re-striping (but no room for bike lanes without construction) and people actually get through it in less time. The turn lanes are critical, as are synchronizing lights and reducing the number of driveways.

Now driving that road in my town is much less stressful with less maneuvering, the average speed is slower, it’s clearly safer for pedestrians and drivers, and GPS verifies that section is consistently faster to get through. Everyone wins (except our bicyclists, but hopefully next time it’s repaved)
