Every business lot in my neighborhood recently became pay-to-park; the businesses have to validate if you're actually parking for their services.

It should be the case everywhere. Everyone pays for the roads whether they have a car or not.

A some countries use the petrol tax to fund roads, so it's mostly paid for by people with cars.

Absolutely not the case in the UK, where all roads except motorways are paid from general taxation.

In theory, but in the UK if you park badly enough it's a police matter and they have more important things to do than bother with crap parking. So just park your stupid huge truck on the grass on the path and fuck everyone else. Even when they are legally parked they are an eyesore. Our whole road looks like a scrap yard, with cars everywhere. Why should they be able to use the road as storage 24/7 for free?

in my region cops will immediately ticket you if they see stuff like this.

though crime and inequality is increasing at a steady pace, so traffic violations are getting proportionally not cared about too.
