42% private beaches? Bruh

I Hawaii, at least Kauai, all beaches are public. There is one in particular that you can only access via the ocean because it's private land to access by land. The water is choppy so it requires a skilled captain and a proper boat to handle the waves.

For decades, companies that are almost always family-owned — concessions are usually inherited — have paid relatively low royalties to the state for exploiting public spaces, while prices for users have increased exponentially.

I guess if prices reach a sufficiently-high level to cover construction costs, it's possible to build more beach.
