All the president's between 1840 and 1860 alone deserve to be somewhere in the bottom 15 for endlessly supporting slavery and setting the stage for the civil war, which makes fitting Reagan in kinda difficult.
Andrew Johnson's failures persist to this day. He was the 17th president. (Took over after Lincoln was assassinated and refused to seriously punish the confederate leadership)
You're not going to find a lot of people openly discussing enjoying the younger bush, if that's what you mean. Rightly so, just saying. But most people don't care TOO much if you like the older bush.
