Not just minorities. Or rather, in a traffic crime situation cops treat all cyclists as minorities. Cyclist dies or is seriously injured by driver, driver flees scene, cops don't investigate or claim inability to investigate despite surrounding businesses and residences having dozens of cameras... This has been a trope in NYC for decades, long before public backlash against surveillance hit the zeitgeist. They just don't care about cyclists if it means actually pursuing enforcement on motorists. There's been cases where the victim or their friends personally gathered clear footage from private surveillance and the cops still don't act.
