The point being made is that any position can be justified when you use cliches instead of actual reasoning. For that you have to resort to childish name calling? We like to think that this forum is a place for intellectuals, but it's unfortunately just another mirror of society.
The statement about tarrifs hurting american people wasn't in the statement yesterday, but it has been said before. He doesn't mean they hurt US people solely, he means they bring no benefit to the american people.
So while it sucks for everyone, I think the point he's trying to make is to highlight that the canadian gov is using the retalitory tarrifs to mitigate the damage caused by US tarrifs, not just for punishment or to impose a tax on canadians. Perhaps important to note is that it's "dollar-for-dollar" not like-for-like, as to reduce impact on sensitive sectors.
Canadian EXPORT tariffs make even more Canadian products more expensive in the US, on items the US has no choice but to buy from Canada, like Potash and oil.
That's not a tariff, that's an excise tax.

Yeah, tariffs also hurt the importer. Hopefully they're going to target industries that Canadians are less reliant on / can easily substitute with domestic or allied nations' goods. The restrictions on US alcohol worked well for this.
There may also be some industries where, if you are reliant on America and you believe that's a problem in the long-term, then cutting that reliance down may justify the harm of the tariff.
