What I read here is that Linux is slow due to poor design and they are fixing some issues

People should stick with windows

Every OS has potential optimisations.

There are already many games that run faster on Linux... Even with proton. It's likely why Meta uses Linux on the Quest 3.

The big benefit of Linux is that it can evolve more quickly, wheres, Windows and MacOS have to run in slower cycles

There's a reason servers generally use Linux. Many of the optimisations don't really affect normal people either, like Busy polling in the network stack (which madthumbs used as an example, and didn't understand its only used by low latency datacentres, as it literally trades power usage, and uses 100% CPU for faster responses).
