I don't remember exactly, the whole thing is a bit weird (in a good way), but there was something about some alternate plane where this guy is an evil supernatural being of some kind, and he caused Laura's death in some way.

I swear, drop everything you’re doing and watch the return series. It cemented twin peaks as maybe my favorite tv show.

The new season feels a little different, but its really good, highly recommend.
I had to do a reverse image search myself, but I have an answer: Laura Palmer and Bob from "Twin Peaks" (or rather their actors).
I think the woman is the actress Sheryl Lee.
