I think the best answer is probably in the middle: he is dumb as rocks, but is the puppet and public face of an array of evil people who's combined malice does mirror what we'd expect to see from a single evil genius.
However, intentional malice vs stupid blunder vs sock puppet are moot: he should be treated as though every single one of his actions are calculated and deliberate, and he should be held accountable for every single one of them.
And yet a third of the US voting citizens were foolish enough to vote him into power. Twice. Knowing exactly whio he is. He is enabled by the GOP and millions of slightly less big pieces of shit.
