The German Federal Minister for Economic Affairs and Energy (https://en.wikipedia.org/wiki/Katherina_Reiche) worked as a manager and lobbyist for the gas industry for several years, up until right before she was chosen as minister. Her track record as a minister so far has been to sabotage Germany's transition to clean energy at every opportunity while maintaining a bare minimum of plausible deniability.

Chances that this actually works as a tool to help the climate are very slim.

Chances that this actually works as yet another way to shovel public money into her old buddy's pockets for little to no real return are high.

Unrelated side note:

She actively fought against equal legal rights for homosexuals and in 2012 claimed same-sex marriage was a bigger threat to Germany than the Eurozone crisis

If cleaner energy is roughly natural gas shaped, I'd guess the odds are decent.

We could, but politicians and industry don't wanna. It would be entirely possible to add more and more Hydrogen to the network over time. It would be entirely possible to convert excess renewables to Hydrogen at peak times. There are even efficient ways to extract it again, so you can regulate how much you get, so it would be extra easy to transition the infrastructure.

But they don't wanna. Because money.
