In Dune Part One that was obviously done via CGI and not a prosthetic right? It seems obvious but I can't find that verified anywhere in the special features or other interviews.

I think CGI is probably the simplest way of achieving that, so it's most likely what they did. A practical effect there doesn't seem feasible, but I'm no FXologist.
"Just let the machine do the blinking for you," is not something I'd want to hear as an actor, in any case.
Christian Bale would've figured out how to do it practically.
