This is really the only necessary step, no one will stop him, his "yes men"* are far to embedded at this point. All that other false flag stuff is unnecessary.
Bombing blue cities would be a better move
I guess I am assuming he wants to actually make it look like a real attack as much as possible. Probably he doesn't give a fuck how sloppy it looks, now you mention it. He'd really just need the manufactured pretext.
