TL;DR: Of the four candidates mentioned (including the incumbent), the only candidate quoted as saying the right things (a ring road won't actually solve congestion; the money needs to go to transit instead) is Jeff Leiper.

I haven't read the article, so I'm going to assume that by "solve," they mean attain gridlock so perfect that nothing can move any longer.
