I would call it ambience.

It's more like background noise than a structured melody.

Not necessarily.

It's so different from what we consider a typical song, we don't really think of it as music, but I don't think it's experimental, as they've been making it for a very long time.

Ambience has been around since before film, and video games kicked the need for good ambiance to an even higher level.
