Does anyone know of an app or website that tracks actual usability of bikes and sidewalks in the area?
I know there is a bikeability and walkability score online, but when I move to those places I find mostly recreational biking paths and unprotected bicycle lanes doing most of the heavy lifting, they don’t have very many bike lanes that actually go anywhere like businesses, public transportation, hospitals, gyms, or entertainment facilities.
Is there a metric for that or a website that tracks actual usability of bike and walk routes and maybe even their safety features?

Seconding the openstreetmap recommend, because there are multiple types of cycling facility definitions in the OSM spec that can more specifically describe the quality of the infrastructure.
Openstreetmap has cycling infrastructure. I bet there is info on quality of bike lanes. I think what most people end up doing is checking maps that show popularity like strava because if lots of people are cycling on a route, it's probably not too sketchy. That does skew too much towards fitness cycling, though.
It's not nearly what it once was since it was acquired by Redfin, but WalkScore also has a bike score.
