The cop is harassing him because he's black. The hoodie is just an excuse.

Its so dangerous to walk in front of a car that aggressive physical force may be required to help you, such as a hand grabbing the back of your neck!
I wish the police were treated like they treat others. Some of them really need a dose of "come to Jesus" applied to their lives.

Good point, likely means he wasn't fully arrested yet. Cuffed and tossed while the cop calls his buddies to figure out what the best charge to fabricate is
