I don't see how it doesn't, unless the driver was uninsured. I would think anyone participating in this kind of race would also buy some for themselves for the length of the race...

That's even worse, the uninsured driver is absolutely responsible for her medical bills too. Might be a trying to get blood from a stone situation, but still...
