Reasonably raised bars are (allegedly) very comfortable. Excessively raised bars are just for funsies, like many things are.
They probably don't care about your opinion on how it looks.

I ride a cruiser, and while my arms are no where near that high, they are higher than alot of other motorcycles. I will say it is quite comfortable over extended periods of time as it allows you to kinda relax and "fall" into the seat.

If I raise my standing desk to its maximum extent I can practically walk underneath it.

My bad, I assumed it would be a thing in America as well as the UK, it stands for Display Screen Equipment (assessment) it's a legal requirement here where your company basically has to make sure your computer equipment is set up in the most ideal way to prevent any injury from sitting at a computer all day
