Apparently, the main reason the pandemic office got shut down was that Trump was angry at his National Security Advisor and fired the Advisor's friend, an admiral who'd been managing the Office.
It didn't just show up, it was being held at bay until those cuts eliminated it.
Maybe Iran can lend us ~$300,000,000,000 to reconstruct some of our damaged institutions.
