The blue part is not intended for use on normal paper. I don't know how how the paper it's intended for is called in English, but it is the thick, transparent paper used by architects and engineers.

Architects and civil engineers used to use thin transparent papers, that could be folded or rolled-down much better than normal paper.

Graphic designers used to use thicker paper, and of course, people always drew on wood, metals and other kinds of consumables.

Non shit post info is that both sides are for pencil. The blue side is for heavyweight paper, and the pink is for regular paper.

If you look closely at that picture, the red part has a picture of a pencil tip on it and the blue has a pen. Make of that what you will.

Erasers for pen exist and work fine if you're writing on good quality paper. They're basically an abrasive that physically removes some of the paper and the ink along with it. IDK about the one in the post but the Pentel ZE32-Y works pretty well.
